Prohibits public entities from contracting with asbestos abatement contractors for asbestos removal projects unless the public entity conducts a background investigation of the contractor.

Requires background investigations to include consultation of the Michigan Department of Environment, Great Lakes, and Energy webpage for environmental violations and consent orders, and the OSHA webpage for asbestos regulation violations.

Bars public entities from contracting with asbestos abatement contractors that have received 5 or more environmental violation notices or been subject to administrative consent orders within the preceding 5 years, unless the public entity investigates and determines the contractor can comply based on demonstrated improvements.

Requires public entities to make written determinations regarding contractors with 5 or more violations publicly available.

Mandates public entities hold a public hearing with at least 30 days' notice before contracting with asbestos abatement contractors that have 5 or more environmental violations or consent orders within the preceding 5 years.
