Adds definitions for asbestos, friable asbestos material, asbestos-related violations, and case closing date to the Michigan Occupational Safety and Health Act.

Establishes that for asbestos-related violations, an employer commits a "repeated violation" if they violate the act within 5 years after the case closing date of a previous asbestos-related violation.

Limits the board's reduction of civil penalties for asbestos-related violations to a maximum of 95% total reduction, with caps of 70% for business size, 25% for good-faith efforts, and 10% for previous citation history.

Changes references from "department of labor" and "department of public health" to "department of labor and economic opportunity" throughout the enforcement and penalty sections.

Takes effect 90 days after enactment.
