MI HB4780

Creates a bottle bill enforcement fund in the department of treasury as a revolving fund that does not revert to the general fund.

Directs the first $1,000,000 in annual underredeemer payments into the bottle bill enforcement fund, with deposits suspended if the fund balance exceeds $3,000,000 at fiscal year end.

Allocates remaining underredeemer funds as follows: 75% to the cleanup and redevelopment trust fund and 25% to dealers based on empty returnable containers handled.

Requires the department of state police to report to the legislature three years after enactment on enforcement efficacy, including the number of containers seized and deposit value.

Effective March 27, 2022, contingent on enactment of House Bills 4781, 4782, and 4783.
