Updates animal cruelty penalties to address violations involving multiple animals or repeat offenses, with sentences ranging from misdemeanor (1 animal) to felony charges up to 7 years imprisonment (25+ animals or 3+ prior convictions).

Takes effect 90 days after enactment into law.
