Prohibits political subdivisions (units of local government) from requiring individuals to present documentation of COVID-19 vaccination or immunity status to access government property or receive government services, except as required by federal or state law.

Defines "political subdivision" as a unit of local government as defined in section 33 of article IX of the Michigan Constitution of 1963.

Allows individuals to bring civil actions against political subdivisions that violate the act, with damages escalating based on prior violations: $1,000 for first violation, $10,000 for second, $100,000 for third, and $1,000,000 for fourth or subsequent violations.

Requires courts to award actual and reasonable attorney fees to individuals who prevail in civil actions against political subdivisions under this act.
