Removes requirement that driver licenses contain immunization data by striking reference to "immunization data" from the section governing optional information licensees may display on their licenses.

Replaces grammatical references to "who" with "that" throughout section 310 in multiple subsections addressing license counterfeiting, fraud, and misuse penalties.

Establishes communication impediment designation allowing operators/chauffeurs to voluntarily indicate health conditions impeding communication with police during traffic stops, including deafness, hearing loss, or autism spectrum disorder, with certification required from licensed medical professionals.

Requires Secretary of State to implement L.E.I.N. or other system limiting law enforcement access to voluntarily provided emergency contact information and communication impediment designations.

Effective only if both House Bill 4791 and House Bill 4794 are enacted into law during the 101st Legislature.
