Adds electric vehicle charging services to the Public Service Commission's regulatory scope by amending the title of the utilities act to reference "alternative energy suppliers and certain providers of electric vehicle charging services."

Requires persons providing public electric vehicle charging services to register with the Department of Agriculture and Rural Development, with exemptions for private owners of non-publicly accessible charging devices, electric utilities, municipally owned utilities, cooperative electric utilities, and independent transmission owners.

Defines "electric vehicle," "electric vehicle charging services," and "electric vehicle charging device" in statute and clarifies that entities providing electric vehicle charging services are not considered public utilities unless otherwise regulated under the act.

Permits entities providing electric vehicle charging services to own, construct, and operate electric vehicle charging devices without being prohibited by restrictions on non-utility distribution facility ownership, provided they work with applicable electric utilities to determine appropriate distribution services.

Requires enactment of House Bill 4801 as a condition for this bill to take effect.
