Amends section 1b of the 1951 Transportation Act (MCL 247.651b) to allow the state transportation department to construct, maintain, and operate electric vehicle charging stations on limited access highway rest areas or welcome centers.

Clarifies that electric vehicle charging stations are not considered service plazas and therefore are exempt from the existing prohibition on using transportation funds to develop or construct service plazas.

Makes minor technical corrections to existing statute language, replacing "shall" with "must" and updating regulatory citation format.

Maintains the department's existing authority to bear the full cost of maintaining state trunk line highways while allowing cities and villages to cover costs for additional width for local purposes.
