Lowers the minimum age for annual breast cancer screening mammography coverage from 40 years to 35 years and older under health insurance policies in Michigan.

Requires insurers delivering, issuing, or renewing health insurance policies in the state to offer coverage for breast cancer diagnostic services, outpatient treatment services, and rehabilitative services with terms no less favorable than coverage for physical illness generally.

Defines breast cancer diagnostic services to include mammography, surgical biopsy, and pathologic examination.

Defines breast cancer outpatient treatment services to include surgery, radiation therapy, chemotherapy, hormonal therapy, and related medical follow-up services.

Defines breast cancer rehabilitative services to include reconstructive plastic surgery, physical therapy, and psychological and social support services.
