Clarifies that if cumulative annual percentage change in the Consumer Price Index is negative, no adjustment to the Capitol fund allocation occurs for that fiscal year.

Makes technical corrections to capitalization of "Consumer Price Index" and changes "shall" to "must" in reporting requirements for the Michigan State Capitol Commission.

Changes references from "Michigan State Capitol Historical Site" to "Michigan State Capitol Historic Site" throughout the statute.

Requires the Michigan State Capitol Commission to submit annual reports to legislative appropriations committees by February 1 each year detailing maintenance plans, 5-year projections, and large-scale projects exceeding $1,000,000.
