Removes the prohibition against manufacturing, selling, offering for sale, or possessing blackjacks, slungshots, billy clubs, metallic knuckles, sand clubs, sand bags, and bludgeons from Michigan penal code section 224.

Maintains existing prohibitions on machine guns, automatic firearms, mufflers/silencers, and gas/chemical weapons that disable persons.

Changes the penalty structure for violations from "a felony, punishable by imprisonment for not more than 5 years, or a fine of not more than $2,500.00, or both" to "a felony punishable by imprisonment for not more than 5 years or a fine of not more than $2,500.00, or both."

Preserves existing exemptions for self-defense spray or foam devices, federal government contractors, and persons licensed by the U.S. Treasury Secretary.
