Requires each city or township to use electronic poll book software developed by the bureau of elections in each precinct on election day to process voters and generate precinct reports.

Mandates that city and township clerks download electronic poll book software from the qualified voter file after 4 p.m. on the day before an election, with an exception allowing download after 2 p.m. on Saturday before the election in cities or townships with more than 50 precincts.

Prohibits electronic poll books and electronic voting systems from being connected to the internet after polls open until results are tabulated and transmitted to the appropriate clerk.

Requires electronic voting systems to utilize paper ballots for tabulation and include at least one accessible voting device at each polling place that accommodates voters with disabilities, including nonvisual accessibility for blind and visually impaired voters.

Mandates that electronic tabulating equipment reject ballots with overvotes (exceeding the number of allowed choices) or invalid votes in primary elections, with voters given the opportunity to cast a replacement ballot.
