Prohibits municipalities from using volunteer law enforcement officers beginning 1 year after the act's effective date.

Defines "volunteer law enforcement officer" as an unlicensed individual who performs non-clerical duties for a law enforcement department by free choice, receives no monetary compensation beyond expense reimbursement, and is registered as a volunteer.

Applies to all regularly organized police departments, sheriff's departments, departments of public safety, and similar organizations maintained by cities, villages, or townships that have law enforcement as their primary purpose.

Requires law enforcement departments to employ only paid, licensed law enforcement officers as defined under Michigan's Commission on Law Enforcement Standards Act.
