MI HB4881

Amends the Public Health Code to expand the definition of "dealer" to include persons who deliver, transport, board, buy, or sell dogs or cats for laboratory research purposes, excluding those who breed or raise animals for sale to research facilities.

Requires research facilities to offer laboratory animals no longer needed for research to animal control shelters or animal protection shelters in Michigan for adoption before euthanizing the animals.

Allows research facilities to enter into written agreements with animal control or animal protection shelters to facilitate animal transfers and provides immunity from civil liability for both facilities if they act in good faith regarding the animal's health and physical condition.

Requires the Department of Agriculture and Rural Development to maintain and make available on its website a list of all research facilities operating in the state.

This act is known as "Teddy's Law" and requires enactment of House Bill 4882 to take effect.
