Violations of section 8a (relating to animal release agreements) are subject to administrative fines ranging from $1,000 to $10,000 depending on the number of animals involved or the facility's prior violation history, rather than criminal misdemeanor penalties.

The department may issue warnings instead of fines for violations of section 8a during the first year after the bill's effective date.

Creates the laboratory animal fund within the state treasury to receive administrative fines and other money, which the department shall use to administer section 8a requirements.

The bill's effectiveness is conditioned on the enactment of Senate Bill No. ____ or House Bill No. 4881 by the 101st Legislature.
