Allows political parties and citizen organizations to designate up to 2 challengers at a city or township clerk's office or satellite office on election day in a designated area that does not interfere with clerk operations.

Permits additional challengers at absent voter counting board precincts if any area where ballots are being processed cannot be properly viewed, including areas with adjudication machines or ballot tabulators.

Authorizes challengers at clerk offices to observe voter registration and absent voter voting procedures, challenge voting rights, monitor election procedures, and keep records of election activities.

Requires city and township clerks to record all challenges made at their offices in a poll book addendum that must accompany absent voter ballots to tabulation locations.

Makes conforming changes to terminology (replacing "person" with "individual" and "shall" with "must") and extends prohibitions on threatening or intimidating challengers and electors to include clerk offices and satellite offices.
