Replaces mandatory "shall" language with permissive "may" language and updated phrasing throughout section 7a of the Traxler-McCauley-Law-Bowman bingo act regarding charity game ticket sales and pricing.

Allows eligible organizations (defined as veterans' organizations) to conduct charity games using a charity game ticket dispenser that reads tickets and displays results in video animation.

Requires net proceeds from charity games conducted under the new video dispenser provisions to be allocated to the Michigan Veterans Affairs Agency within the Department of Military and Veterans Affairs.

Maintains existing requirements that qualified organizations retain 60% and the bureau retain 40% of charity game ticket sales revenue, except as otherwise provided in the new section 7e.

Clarifies that individuals under 18 years of age cannot directly purchase charity game tickets but may receive them as gifts and are eligible to claim prizes won.
