Removes subsections (8), (9), and (10) from MCL 24.232, which previously prohibited state agencies from adopting rules more stringent than federal standards unless the agency director determined there was a clear and convincing need to do so.

Eliminates the requirement in the regulatory impact statement (MCL 24.245) that agencies justify adopting rules more stringent than federal standards with specific facts and explanations of exceptional circumstances.

Allows state agencies greater discretion to promulgate rules that exceed federal standards without needing to demonstrate clear and convincing need or provide detailed justification.

Makes minor terminology changes replacing "at least" with "not less than" and "in lieu of" with "instead of" in administrative procedures language.
