Expands Medicaid coverage for specialty services and supports to include individuals with mental illness, emotional disturbance, intellectual or developmental disability, and substance use disorder.

Requires the department to establish a self-insured financing and delivery system structure within 1 year after the effective date to provide and integrate specialty behavioral health services for eligible Medicaid beneficiaries.

Carves out specialty services and supports from the basic Medicaid health care benefits package under the new self-insured system.

Allows current Medicaid beneficiaries receiving limited behavioral health services through the basic package to either continue with those services or opt into the new self-insured delivery system.

Enactment is contingent upon the passage of either Senate Bill No. ____ or House Bill No. 4925 (request no. 02616'21).
