First-time positive test results: individuals are referred for treatment and continue receiving assistance, with test costs deducted from first payment; failure to participate in treatment results in termination of benefits.

Second or subsequent positive test results: individuals become ineligible for Family Independence Program assistance until they test negative; department may provide referral for substance abuse treatment.

Removes the requirement that individuals with positive marijuana test results must possess a Michigan medical marijuana registry identification card to qualify for the exemption; all positive marijuana tests are now excluded from "controlled substance" definition.

Maintains existing pilot program structure and reporting requirements, including data collection on number of individuals screened, tested, positive/negative results, and sanctions imposed.
