Establishes the Michigan Opportunity Initiative Act to provide tuition assistance to eligible undergraduate students at Michigan community colleges and universities.

Phase I provides full tuition and mandatory fee coverage (minus other gift aid) to Michigan residents enrolled full-time at eligible community colleges immediately after high school graduation, with eligibility lasting up to 3 years or 60 semester credits.

Phase II provides up to $2,500 annually in tuition assistance to Michigan residents enrolled full-time at eligible universities with a minimum 3.0 high school GPA and household income not exceeding $80,000, with eligibility lasting up to 2 years or 60 semester credits.

Requires participating institutions to maintain transfer agreements, comply with tuition rate increase restrictions, and establish success-coach programs at community colleges to provide academic advising and support services.

Authorizes the Department of Labor and Economic Opportunity to administer the program, promulgate rules, and fund awards through the talent investment fund upon appropriation.
