Replaces terminology of "persons" with "individuals" throughout the statute governing the Michigan State Housing Development Authority.

Removes restrictions on resident member voting rights by eliminating language that limited resident members to voting only on federal public housing and section 8 tenant-based assistance matters.

Clarifies that resident members shall not vote only on matters that uniquely apply to them individually and are not generally applicable to all residents.

Updates references to electronic meetings to include compliance with section 3a of the Open Meetings Act, 1976 PA 267, MCL 15.263a.

Changes department oversight from "Consumer and Industry Services" to "Labor and Economic Opportunity" and removes budgeting and procurement supervisory requirements of the department director.

Takes effect only if House Bill No. 5096 of the 101st Legislature is enacted into law.
