Appropriates $100,000 from state general fund for fiscal year ending September 30, 2021 to the Department of Licensing and Regulatory Affairs.

Establishes a grant program providing up to $10,000 per grant (maximum 10 grants) to building and structure owners for installing height-adjustable, adult-sized changing tables in gender-neutral, publicly accessible restrooms or spaces.

Eligible buildings include state-owned structures serving 1,500+ persons daily, entertainment venues, museums, libraries, parks, zoos, airports, bus stations, rest stops, educational institutions, hospitals, and rehabilitation facilities.

Requires conspicuous display of changing table locations at building entrances and in central directories where applicable.

Department must develop application process, award criteria, and verification guidelines posted on its website with grants awarded on first-come, first-served basis within 45 days of complete application submission.
