Adds specific eligibility requirements for redemption commissions including compliance with game directives for online lottery tickets and complete legibility standards for pull-tab tickets with proper game-deal numbers and bar codes.

Implements a 1% bonus commission on winning lottery tickets with prizes of $1,000,000 or more when purchased from the licensed agent's premises.

Updates statutory language to replace "shall" with "must" and clarifies that commission rules are subject to the new section 11a provisions.
