Establishes tiered payment limits for treatment and rehabilitative occupational training covered by personal protection insurance, starting at 200% of Medicare rates on July 1, 2021 and declining to 190% by July 1, 2023, with higher percentages (230%-220%) for facilities with 20-30% indigent volume or designated freestanding rehabilitation facilities.

Sets higher reimbursement caps (240%-230% of Medicare) for level I and II trauma centers providing emergency stabilization services before patient transfer.

Requires use of average charges from market surveys conducted by the department as the benchmark when Medicare does not provide an applicable rate, or alternatively allows use of charges from the provider's January 1, 2019 charge description master if one existed.

Creates new section 3157c requiring the department to conduct annual market surveys of treatment charges and make results available to insurers, with providers deemed to consent to submitting necessary records within 30 days of departmental request.

Simplifies neurological rehabilitation clinic eligibility by requiring only state licensure or legal authorization, eliminating prior accreditation requirements, and clarifies attendant care payment limitations for relatives or household members.
