Removes the October 1, 2023 expiration date for stormwater discharge fees, making them permanent.

Increases all stormwater discharge fees by approximately 27.5%: construction site permits from $400 to $510; industrial/commercial annual fees from $260 to $330; municipal system permits from $500 to $635; and municipal population-based fees proportionally increased across all brackets.

Establishes automatic annual fee adjustments beginning January 1, 2022, based on the Detroit Consumer Price Index 3-year cumulative percentage change as determined by the state treasurer.

Makes grammatical and technical corrections throughout the statute, changing passive to active voice and updating regulatory language.

Deposits all collected fees and interest payments into the stormwater fund administered by the state treasurer.
