Increases annual permit fees across all facility categories, including industrial, commercial, and municipal facilities, with increases ranging from approximately 54-64% depending on facility type and discharge volume.

Requires the Department of Treasury to adjust all application and permit fees annually beginning January 1, 2022 based on the cumulative percentage change in the Detroit Consumer Price Index.

Adds various technical clarifications including changing "shall" to "must," "who" to "that," and "prior to" to "before" throughout the statute.
