Restructures manifest requirements by removing submission deadlines and consolidating information requirements into a single list that includes qualitative and quantitative analysis, physical description, safety precautions, and department-specified information.

All user charges and collected penalties continue to be deposited into the environmental pollution prevention fund, with the department required to submit biennial reports to the legislature on revenue effectiveness.
