Implements automatic fee adjustments beginning January 1, 2024 and every 3 years thereafter based on the Detroit Consumer Price Index to account for inflation.

Increases specific fees including: preapplication meeting fees ($150-$250 to $400-$665), permit revision fees ($250 to $665), ordinary high-water mark determination fees ($500 to $1,330), and various project permit fees (dam construction, marina expansion, dredging, wetland projects).

Makes conforming changes to statutory language throughout, replacing terms like "shall" with "must" and updating references to the Department of Environmental Quality to "Department of Environment, Great Lakes, and Energy."
