Expands the Property Assessed Clean Energy (PACE) program to finance environmental hazard projects addressing lead contamination, PFAS in water systems, flood/drought mitigation, severe weather resistance, and water usage improvements.

Extends PACE financing eligibility to include agricultural property, multifamily residential properties with 4+ dwelling units, and new construction energy projects, in addition to existing commercial and industrial properties.

Redefines eligible projects to encompass energy efficiency improvements, renewable energy systems, anaerobic digester energy systems, and environmental hazard projects with updated definitions and technical clarifications.

Modifies assessment collection procedures to allow billing through property tax bills, special assessment ordinances, or other lawful methods, and clarifies that local units must verify no delinquent taxes, assessments, or water charges exist before entering contracts.

Exempts commercial and industrial electric customers conducting self-directed energy waste reduction plans under PACE from energy optimization charges that would otherwise apply under the Clean and Renewable Energy and Energy Waste Reduction Act.
