Increases penalties for intentionally discharging a firearm at a dwelling or potentially occupied structure from 10 years imprisonment to 15 years if physical injury results, or 30 years if the victim is a minor.

Establishes new penalty of up to 20 years imprisonment for causing serious impairment of a body function, or 40 years if the victim is a minor.

Imposes life imprisonment without parole eligibility for causing death of a minor; maintains life imprisonment or any term of years for causing death of an adult.

Preserves existing exemptions for peace officers acting in official duties and individuals acting in self-defense or defense of another.

Takes effect 90 days after enactment and is titled "Messiah's Law."
