Amends the Child Care Organization Act to modify definitions and licensing procedures for child care facilities, including child care centers, family child care homes, group child care homes, and child caring institutions.

Establishes that child care staff members must be at least 16 years old and includes employees, contract workers, and individuals with unsupervised access to children in licensed facilities.

Permits family child care homes and group child care homes to automatically increase capacity after 29 consecutive months of licensed operation with an unrelated minor child in care, and allows the department to rescind increased capacity based on corrective actions or welfare concerns.

Requires child care organization inspections to be unannounced unless the department determines scheduling an appointment is necessary.

Updates licensing denial and revocation procedures to allow applicants and licensees to waive written notice and appeal rights in writing, enabling the department to act immediately on such requests.
