Establishes family child care networks in at least 4 regions across Michigan to support home-based child care providers licensed under existing law.

Department of Education shall convene stakeholders to develop a framework for networks that includes business supports, peer connections, operational supports, program quality support, training and technical assistance, and engagement of new providers.

Networks must offer or connect providers to individual coaching, professional development training, peer connections, operational supports (licensing and subsidy billing assistance), and business services (tax preparation and human resources support).

Department of Education must establish networks in every region, require participation in statewide community of practice and professional development, and mandate data collection and evaluation to measure network effectiveness.

Department shall submit annual reports to legislative appropriations committees on network activities, outcomes by region, and changes in the number of home-based providers statewide; act takes effect immediately upon Governor's signature on June 23, 2022.
