Requires departments of health and human services and licensing and regulatory affairs to establish ad hoc committees with at least 12 members when formulating or amending child care rules, including representatives from government agencies, affected organizations, and parents.

Mandates that a majority of ad hoc committee members must be representatives of organizations affected by the rules and parents of affected children, with committees making recommendations on rule content before promulgation.

Specifies that rules must address operational standards, staff qualifications, premises safety and adequacy, child supervision ratios, food and programs, record-keeping, transportation safety, and discipline practices.

Exempts child care centers in school buildings approved by the bureau of fire services from fire prevention and fire safety rules if they comply with school fire safety standards.

Requires ad hoc committees to conduct major rule reviews at least once every 5 years with at least 2 public hearings, and grants child care providers at least 90 days to comply with new rules unless there is immediate federal obligation or health and safety risk.
