Removes the prohibition on selling "finished" industrial hemp products, allowing growers licensed as processor-handlers or processors to sell intermediary and in-process industrial hemp products and smokable hemp flower.

Clarifies that growers cannot sell raw industrial hemp to unlicensed persons, restricting sales only to those licensed under the Industrial Hemp Research and Development Act or Medical Marihuana Facilities Licensing Act.

Maintains existing restrictions on growers including prohibitions on growing non-compliant hemp, growing in undisclosed locations, growing in dwellings, and harvesting before official sampling.

Contains a conditional enactment clause requiring either Senate Bill No. ____ or House Bill No. 5061 to be enacted into law for this bill to take effect.
