Limits civil liability for purchasers to actions against growers who sold industrial hemp in violation of section 303(f), (h), or (j) only, rather than violations of the entire act.

Modifies administrative fine structure for violations under sections 601 and 602: first violation $100-$500, second violation within 5 years $500-$1,000, third or subsequent violation within 5 years $1,000-$2,000, plus investigation costs and double any economic benefit.

Allows growers to present evidence of compliance with the act and rules as an affirmative defense to enforcement actions.

Permits the department to issue a warning instead of an administrative fine for violations that did not result in significant harm to public health or the environment.

Updates a reference in the revised judicature act from MCL 600.9948 to MCL 600.9947.
