Requires the certificate of need commission to make proposed review standards available to the public at least 30 days before conducting a hearing when proposing to add covered clinical services or develop certificate of need review standards.

Changes deadline for commission recommendations to the joint committee regarding statutory changes from January 1, 2005 and every 2 years thereafter to January 1 of every odd year.

Requires the commission chairperson to submit proposed final actions to the governor and legislature together with a copy of all written and recorded public testimony within 30 days following a public hearing.

Replaces references to outdated federal statute citations (chapter 531, 49 Stat. 620, 1396r-6 and 1396r-8 to 1396v) with current United States Code citations (42 USC 1396 to 1396w-6) regarding Medicaid participation requirements.

Makes technical corrections throughout the statute, replacing "shall" with "must" and updating other language for clarity and consistency.
