Amends the Michigan Trust Fund Act definition of "Medicaid program" to reference state administration under the Social Welfare Act instead of federal Social Security Act provisions.

Adds definition of "nonprofit sports commission" as a nonprofit corporation that has received state appropriation for sports facilities or events in northern Michigan and operates to foster sports competitions, promote the region as a sports destination, enhance the economy, and sponsor sports-related events.

Creates the Northern Michigan Tourism and Sports Fund as a trust fund within the state treasury to receive money and other assets from any source.

Requires the State Treasurer to invest the fund, credit interest and earnings to the fund, and retain unspent money at fiscal year-end without lapsing to the general fund.

Directs the Department of Treasury to expend fund money upon appropriation only for grants to nonprofit sports commissions, declaring such grants serve a public purpose.
