Allows excess revenue in the crime victim's rights fund not needed for crime victim services to be used for crime victim compensation under 1976 PA 223, including compensation to minor crime victims.

Permits additional excess fund revenue of up to $3,500,000 to be used for establishment and maintenance of a statewide trauma system, including staff support for trauma and emergency medical services program activities, until September 30, 2022.

Requires the department to report annually to the legislature beginning December 31, 2017 regarding minor crime victims who received compensation, including their number, age, gender, geographic location, and type of services received.

Defines "minor crime victim" as a crime victim less than 18 years of age.

Became effective immediately upon approval on October 7, 2021.
