Changes state board model core academic curriculum content standards to focus exclusively on academic and cognitive instruction, explicitly prohibiting promotion of any form of race or gender stereotyping or implicit stereotyping.

Adds definition of "race or gender stereotyping" covering eight specific categories including statements that individuals hold collective qualities based on race/gender, are born racist or sexist, or bear collective guilt for historical wrongs.

Requires school district core academic curricula to comply with the same prohibition on race or gender stereotyping as state standards.

Maintains existing requirements that state standards not include attitudes, beliefs, or value systems not essential to legal, economic, and social structures or citizen responsibility.

Makes technical changes replacing "shall" with "must" throughout the section and reorganizes definitions subsection.
