Establishes the Local Teacher Supply Reimbursement Program Act to provide grants to Michigan school districts for reimbursing state-certified teachers' out-of-pocket classroom and school supply expenses.

Creates the Local Teacher Supply Reimbursement Fund in the Department of Treasury, funded through income tax contributions designated on tax returns filed under the 1967 Income Tax Act.

Requires the Department of Treasury to issue annual grants to each Michigan school district by July 1 based on contribution designations made on taxpayers' income tax returns.

Makes contributions to the fund tax-exempt and requires fund money to be invested by the state treasurer with any interest and earnings remaining in the fund without lapsing to the general fund.

Takes effect only if House Bill 5103 or Senate Bill (number not specified) is enacted into law.
