Appropriates up to $5,000,000 from the state school aid fund for fiscal year 2021-2022 to distribute to eligible school districts.

Establishes eligibility for districts that demonstrate their average pupil-to-teacher ratio decreased by at least 1 pupil compared to the immediately preceding fiscal year.

Provides $25.00 per membership pupil to each eligible district that meets the reduced pupil-to-teacher ratio requirement.

Distributes funding in priority order, paying districts with higher average pupil-to-teacher ratios before those with lower ratios, with the lowest ratio district paid last.

Allows the department to establish its own payment schedule for distributing funds to eligible districts, independent of standard payment timelines.
