Establishes new Part 135a for radiation machine control, designating the Department of Labor and Economic Opportunity as the radiation machine control agency responsible for registration and certification of radiation machines.

Requires certification from the department for individuals operating radiation machines for diagnostic, interventional, or therapeutic purposes, with specific credential requirements for radiographers, radiation therapists, nuclear medicine technologists, radiologist assistants, and limited X-ray machine operators.

Sets registration fee of $75.00 annually per X-ray or electron tube, with $100.00 fees for follow-up inspections due to noncompliance and specific fees for mammography authorization inspections ranging from $100.00 to $700.00.

Establishes detailed standards for mammography authorization including requirements for facility accreditation, qualified personnel, annual physicist consultations, lead interpreting physician designation, and ongoing continuing education requirements of 15 hours every 3 years.

Requires mammography facilities to notify patients with dense breast tissue findings in written reports and repeals previous mammography authorization sections while maintaining emergency authority for the department to immediately withdraw authorizations affecting public health and safety.
