HB 5160 Summary

• Waives late renewal fees for state personal identification cards from March 31, 2021 through specified dates and allows reimbursement of previously charged late fees upon request.

• Extends validity periods for expired identification cards issued on or after March 1, 2020, with different expiration dates based on when the original card expired (up to 1 year and 90 days after expiration for cards expiring before January 1, 2021).

• Allows individuals to obtain duplicate identification cards at no additional cost when cards are lost, destroyed, mutilated, or become illegible, with duplicates expiring on the same date as the original card.

• Modifies the sex offenders registration act reference from MCL 28.721 to 28.736 to MCL 28.721 to 28.730 regarding forwarding of offender images to the Department of State Police.

• Makes the fee waiver and renewal provisions retroactive to March 31, 2021 for all late fees charged and identification cards that expired on or after that date.
