Changes the effective date for address confidentiality program requirements from 180 days after enactment to June 27, 2021, requiring enhanced driver license applicants who are program participants to present their participation card.

Extends the validity period for expired enhanced driver licenses and identification cards that expired on or after March 1, 2020, with staggered deadlines: 90 days after the bill's effective date, or for cards expired before January 1, 2021, up to 1 year and 90 days after expiration.

Eliminates late renewal fees for enhanced driver licenses and identification cards that expired on or after March 1, 2020, and allows the secretary of state to reimburse late fees already charged between March 31, 2021 and the extended renewal deadline.

Makes the fee waiver and deadline extension provisions retroactive, applying to late fees charged on or after March 31, 2021 for cards expiring on or after March 1, 2020.

Clarifies renewal fee processing procedures to align with the extended validity periods and applies the same fee waiver standards to corrected licenses issued to address confidentiality program participants.
