Creates a no-fault independent medical examination board within the department, consisting of one state bar member experienced in no-fault insurance practice and six physician specialists (orthopedic medicine, neurosurgery, neurology, neuropsychiatry, psychiatry, and physical medicine/rehabilitation)

Requires the board to select and appoint physicians and licensed healthcare providers through a random selection process to conduct independent medical examinations under section 3151, and grants the board authority to approve examination fees, adopt procedures, and investigate complaints about examinations

Mandates that examination fees be equally divided between the party requesting the examination and the injured person

Specifies that anyone seeking an independent medical examination must use only individuals appointed by the board, rather than allowing independent selection of examiners

Updates section 3153 to provide that courts cannot order arrest for refusal to submit to examination, and makes minor grammatical revisions throughout the statute
