Expands the Michigan National Guard tuition assistance program to allow spouses of eligible National Guard members to utilize the eligible person's tuition assistance benefits, subject to adjutant general policies and the same requirements that apply to the eligible member.

Allows the adjutant general to distribute tuition assistance payments directly to either the eligible person or spouse, or to the eligible educational institution, and to determine the timing of distributions.

Maintains the $10,000,000 cap on the Michigan National Guard tuition assistance fund, with any excess balance lapsing to the general fund.

Updates statutory language throughout the act from mandatory terms ("shall") to permissive or descriptive terms ("must," "is," "does," "lapses," "remains") for clarification of governmental duties and procedures.

Covers eligible courses of study including vocational or technical training, certificates, and first associate, bachelor's, or master's degrees, with a minimum 2.0 grade point average requirement for completion.
