Adds a new definition of "deer or elk baiting" as depositing feed to aid in taking deer or elk, with exclusions for bird feeding, normal logging/agricultural practices, and agricultural feed storage with livestock actively consuming it daily.

Replaces the previous "deer and elk feeding" definition with separate "deer or elk feeding" and "deer or elk baiting" definitions, clarifying that baiting is specifically for hunting purposes.

Permits individuals to engage in deer or elk feeding by depositing no more than 5 gallons of feed at each site until 2 years after the 2019 amendatory act's effective date.

Permits individuals to engage in deer or elk baiting during open hunting seasons if using no more than 5 gallons of bait spread over at least 400 square feet per site, using bait no larger than a sugar beet, and using no more than 1 baiting site per hunting site.

Prohibits deer or elk feeding in any county or deer management unit where the departments of agriculture and rural development and natural resources have entered into a memorandum of understanding with the U.S. Department of Agriculture requiring limitation or banning of baiting or feeding.
