Prohibits governor from restricting possession, carrying, sale, transportation, or use of firearms, ammunition, ammunition-reloading equipment, or other deadly weapons during declared states of disaster or emergency.

Prevents governor from requiring firearm owner registration or seizing privately owned firearms and ammunition during emergency declarations.

Bars governor from suspending business operations of firearms dealers, shooting ranges, or firearms training providers during states of disaster or emergency.

Allows persons harmed by violations to sue for damages and injunctive relief, with courts required to award reasonable attorney fees and court costs regardless of whether the executive order is later rescinded.

Clarifies that governor's general emergency powers under the act do not extend to seizure of lawfully possessed firearms or ammunition.
