Prohibits the state health director and local health officers from using emergency orders during epidemics to restrict firearm and ammunition sales, services, or components.

Prohibits emergency orders from suspending or limiting shooting ranges or firearms safety training, licensing qualification, or instructor courses.

Prohibits emergency orders from placing restrictions or quantity limitations on the lawful sale or servicing of firearms, ammunition, ammunition-reloading equipment, or deadly weapons other than firearms.

Prohibits emergency orders from restricting lawful hunting, fishing, or trapping activities or related business entities.

Allows persons adversely affected by violations to sue for damages, injunctive relief, or declaratory relief, with courts required to award reasonable court costs and attorney fees regardless of whether the emergency order is later rescinded or expires.
